Bob Gallagher was born in Hazleton, Pennsylvania on July 12,
1954. He received his undergraduate degree from the Pennsylvania State
University in 1976. Mr. Gallagher received his law degree, cum laude, from the
Dickinson School of Law of the Pennsylvania State University in 1979. While at
Dickinson, Mr. Gallagher was an Editor of the Dickinson Law Review and a Member
of the Woolsack Society.
From 1979 to 1981, Mr. Gallagher was employed as a
Judicial Clerk for President Judge Thomas C. Raup, Court of Common Pleas of
Lycoming County. Since 1981, Mr. Gallagher has been practicing with
Mitchell Mitchell Gallagher Weber & Southard P.C.
Mr. Gallagher is admitted to practice before all state courts in
Pennsylvania, the U.S. District Court for the Middle District of Pennsylvania,
and the U.S. Court of Appeals for the Third Circuit. Mr. Gallagher has been a
guest lecturer on numerous occasions, specializing in the area of workers
compensation.
Mr. Gallagher’s significant appellate decisions include Klopp
v. Keystone Insurance Co., 528 Pa. 1, 595 A.2d 1 (1991) (rescission of
automobile insurance policy for fraud in the inception) and Kline v. Kemper,
826 F. Supp. 123 (M.D. Pa. 1993), aff’d, 22 F.3d 301 (3rd
Cir. 1994) (lack of comprehensive general liability coverage for age
discrimination).
Mr. Gallagher is married to Barbara Ann (Brown) Gallagher, and
resides in Montoursville, Pennsylvania with his wife and family.
